DotClear is a free and open source blogging platform and media manager. The team of developers that make DotClear say that they are working to develop software that is fully in line with current web standards. The platform is written in PHP, which is quite common for this type of thing. While not very popular compared to other options, it is apparently quite common in French speaking countries. While primarily used for blogging, DotClear can be used on other types of sites thanks to support for Wiki or XHTML.
