It is compliant with Dublin-core standards, which are often used by libraries and museums. The system was originally created specifically to make it easier for archivists and university scholars to take the information they manage, and publish it online. Over the years, however, it has become much more than that. Today Omeka is used to offer educational experiences as well as access to incredible amounts of information.
The system is open-source, which helps to make it more flexible for most situations. They offer two options, omeka.org which is much more customizable, and requires you to have your own hosing server such as one offered by InterServer. The other option is omeka.net, which is hosted on the omeka servers, and is much more locked down, but they do handle some of the back end management of the platform for you. For most people, the omeka.org option is going to be the better choice.
